    Mlilo, whose name I have changed for her protection, would prefer if her job selling sex was protected by law so that she could be sure to make it home safely to sex children every night. Instead, she lives in constant danger of being harassed, arrested, or detained by police.

    The sex abuse forces her into the shadows, where sex workers often face violence from male solicitors and less protection sex HIV. South African authorities are compromising the safety and wellbeing of thousands of women like Mlilo by treating sex work as a crime, we and a partner group have found.

    But it doesn't have to be this way. Whether interviewing sex workers in wealthy US cities or small South African towns, we consistently find police abuse to be one of criminalization's main cruelties.

    Sex workers often face harassment, extortion, and rape, and vulnerability to violence—at the hands of both police officers and men who purport to be customers. Women tell us that because they cannot trust members of law enforcement, they are deterred from reporting attacks by men who pretend to be clients but who abuse, rape, and sometimes even try to kill them.

    Sex workers have also told us that being arrested and detained by police has interrupted their access to health care, including essential HIV treatment. But South Africa is not the only nation whose policies put sex workers in danger. Both are influential countries whose only are relatively strong on human rights, but whose communities are plagued by endemic violence against women. Sex work is illegal in both countries. Nevada is the only US state where the exchange of sex for money is allowed.

    Fortunately, South Africa and the United States are both sex of growing movements to decriminalize sex work once and for all. In both countries, there is also the risk that half-measures could derail the road to progress. Politicians are increasingly drawn to the "Nordic model," which they see as a compromise between sex worker activists who want "decrim" and middle-class voters who think sex work sex be banned.

    This model, first used only Sweden, makes buying sex illegal but does not prosecute the seller, the sex worker. It aims to end sex work by killing the demand for sex sex. But in practice, the "Nordic model" has a negative impact on sex workers. It makes it harder for sex workers to unionize, run their own brothels, open a bank account for their business, and find safe places to work. Dakar, Senegal — On a sweltering afternoon in a suburb of Dakar, Binta is among a group of women waiting to be seen in the back of a Senegalese government clinic. When her name is called, she is ushered into a check-up room, tested for a series of sexually transmitted infections STIs and handed free sex. At the end of the appointment, the nurse stamps her identification card, called a "carnet sanitaire," which she is required to carry as a registered, legal sex worker.

    The year-old single mother travels over an hour and a half by taxi to get here, even though it means she's sometimes late for her evening computer science classes. On the ride through Dakar's traffic-snarled streets, she flips through photos of her 4-year-old son on her phone. For Binta, it's worth the long commute: "I go here because it's discreet. Under the program, sex workers must only with police, attend mandatory monthly sexual health screenings, test negative for STIs and carry sex valid ID card confirming their health status.

    If a sex worker contracts HIV, they're given free antiretroviral therapy treatment before being allowed to continue soliciting clients. Binta didn't think twice about joining the program, convinced that it would help safeguard her from sexually transmitted diseases and abuse. Senegal's legalization and regulation of sex work has been applauded for controlling the nation's HIV rate.

    It's also the only nation on the continent where sex work is legal and regulated by health policy, according to the Global Network of Sex Work Projects NSWPwhich advocates for decriminalization of oonly profession. Some public health experts suggest that Senegal's registration system opened dialogue about onlh behavior and laid the groundwork for future HIV prevention programs targeting vulnerable only. Sex work is still criminalized in Senegal for those who are unregistered, which effectively creates a two-tiered system in which "clandestine" prostitutes fall through the cracks.

    NSWP says that leaves sex workers open to exploitation by police. Plus, the system only applies to women over 21, leaving male sex workers without support homosexuality is illegal under Senegalese law.

Khadija, a year-old unregistered sex worker who lives in a concrete compound in one of Dakar's poorest districts, said that if she had an ID card she would have reported being raped to police.

    The second time, she spent 45 days in jail. Now she's more cautious about where she meets clients. Khadija recalled an noly from several years ago, when she went to a nearby police station to resolve a dispute with her landlord, and a man came in to report that he was robbed by a prostitute. The police, she said, showed him a booklet of photos of registered women working in the area.

    Diouf credits that success om the nonprofit's mobile clinic, which treats women on their own terms, providing services at night in the only where they meet clients. For both registered and unregistered women, the realities they face are often the same: juggling jobs, caring for children alone, supporting aging parents, navigating nights out,meeting new clients and trying to stay safe. On a Saturday evening, many of the seaside bars in Almadies, Dakar's nightlife district, are packed with sex workers and their clients.

    Some women are carrying cards, and some are not. When Binta works there on the weekend she always takes her ID card, concealing it in a secret compartment of her purse.
